This is the annual report for the NTIA, whose mission is "to promote the efficient and effective use of telecommunications and information resources in a manner that creates job opportunities, enhances U.S. competitiveness, and raises the standard of living." The report focuses on the four primary goals of NTIA for 2000-2005. Namely:
GOAL 1: Promote open markets and encourage competition.
GOAL 2: Ensure spectrum provides the greatest benefit to all people.
GOAL 3: Advance the public interest in telecommunications, mass media, and information.
GOAL 4: Promote the availability and sources of advanced telecommunications and information services.
